Justyn joined Leigh Creek Energy as Non-Executive Director on 28 November 2014 and was appointed Executive Chairman on 27 May 2015. 

Justyn is a qualified Lawyer and has many years’ experience in the ISG industry and in senior management positions.  He has had over a decade of experience with investing entities based offshore, and in particular in China, investing directly into Australian mining, energy and infrastructure projects and brings with him extensive deal structuring experience and long dated contacts.  Justyn’s experience includes working in the mining industry, for industry representative bodies and for various state and federal environment departments and authorities.

Justyn is a Director and Shareholder of Allied Resource Partners Pty Ltd (ARP) which is a substantial shareholder of Leigh Creek Energy.

Mr Peters joined Linc Energy soon after its listing on the ASX when Linc Energy was considered a world leader in underground coal gasification.  In his six years at Linc Energy Mr Peters held the positions of General Manager Environment and Government Relations, General Manager Business Development, Executive General Manager North Asia and finished as Executive General Manager of Investor Relations.  

Prior to joining Linc Energy Mr Peters was employed as National Property and Environment Manager and head of North Asia for Airservices Australia and prior to his time with Airservices Australia. Mr Peters was employed at the Queensland Environmental Protection Authority (EPA) as head of Investigations and Compliance and as acting Director of Central and Northern Regions.  He managed the integration of the environmental regulation of the Queensland Mining Industry into the EPA. His experience across a broad range of business units from  both government and private sector will prove invaluable in developing the Leigh Creek Energy project.

Phil Staveley CPA, BA (Acc) (Hons), Dipl Btr - Managing Director

Phil is a qualified Accountant who has 30 years’ experience working in the resources sector.

He started his career in the oil and gas sector working for Schlumberger in London, followed by a number of years with SAGASCO and SAOG (South Australian Oil and Gas Company).  He spent almost ten years with Normandy Mining Ltd.  Whilst with Normandy he fulfilled a number of planning, finance, M&A and commercial roles, including the establishment of a Group Supply Function and three years based in Rio de Janeiro as the CFO of TVX Normandy Americas.

Since 1998 he has been involved in mining and contracting companies in the position of CFO and more latterly, CEO roles with an emphasis on strategy and corporate finance.

Noel is CA with more than 15 years’ experience in financial management across the resources sector, along with State & local Government departments.

He began his career as a graduate with PIRSA, before moving to the UK to take up a position managing the finances of a social housing company. Since returning to Australia, Noel has worked predominantly in the Industrial Minerals Industry in a business partnering role across South Australia and Western Australia for Sibelco Australia Limited. Prior to his current role Noel was head of Finance Manager for NAWMA, a waste management and resource recovery company operating in northern Adelaide. In this role he had overall responsibility for all corporate and client facing functions of the business.

Noel obtained a Bachelor of Commerce (Acct) in 2005 before undertaking the CPA Australia program, becoming a full member of CPA Australia in 2009. He has since been accepted as a member of the Charted Accountant Australia and New Zealand (CAANZ) and studied a graduate certificate in Human Resource Management.

Richard is an experienced commercial manager across the resources sector and other industry divisions.Commercial project

He has worked predominantly in the Oil & Gas industry in senior supply chain roles in Australia at Santos and Beach Energy. Prior to his current role at Leigh Creek Energy Richard was Managing Consultant at Rowe Advisory, a leading boutique advisory services providing strategic commercial advice to companies on strategy, outsourcing, tendering and contract management best practice.About ISG

Richard’s initial role in Australia in 2007 was with Bradken, a mining services company. Prior to moving to Australia, Richard held a number of supply chain roles in the UK in both public and private sectors. His last role in the UK was as Head of Major Procurement at London Fire Brigade. Before that, Richard working in supply chain and operations management in the building and civil engineering industry.


Prior to moving into the field of Human Resources, Noreen started her career as a Geologist in exploration and underground mining.

Before joining LCK, Noreen worked across established organizations and entrepreneurial ventures advising them through the stages of creation, growth, and stabilization. Her breadth of experience across diverse industry groups has provided an exceptional platform to link people strategies to business strategies.

As LCK Human Resource Manager, Noreen is helping to accelerate LCK’s transformation through leadership, differentiated talent models, attracting and developing the best talent and building a culture of engagement, agility and excellence.

Jordan is a qualified Lawyer, and has a Bachelor of Commerce (Finance) and a Graduate Diploma in Urban and Regional Planning.  Jordan has worked with the Leigh Creek Energy Project since its commencement, providing regulatory, compliance and other analytical advice.  Jordan is a member of the Governance Institute of Australia and Australian Mining and Petroleum Law Association.

Jordan currently performs the legal role in the Company as well as the formal Company Secretarial duties.
